I therefore fully concur with Major Whitmore as to the superior advantages of a rough stone breakwater; there can, I think, be no question whatever of its immense superiority to any of the other schemes, provided the necessary funds can be obtained for its construction. Major Whitmore's report and the sketch attached to it show the line which it is desirable to adopt; this is not theoretically the best line with regard to our necessary present defenses, but it is meant to take advantage of the shallow water on Hellets bank.
Assuming that the stones will sink 8 feet into the mud, and that the depth of water at low tide averages 22 feet, the breakwater should be from 30 to 35 feet high; taking the greater height (35 feet), this would require about 280 cubic yards of material to every lineal yard of the breakwater, and the cost at 80 cents per cubic yard, the cost of the breakwater would be about $224; this would give about $627,200 for the 2800 yards of breakwater proposed by Major Whitmore.
If the gap of 1000 yards to the north of Green Island is thought necessary, it would be requisite to have fortifications on Bland and also on the opposite shore of the Sulphur Channel, and to place the mine fields to the north and south of Green Island instead of opposite Belcher's Point. The Stonecutter Mine Field would also have to be brought further forward towards the breakwater.
